The pre-check runs against the record as it currently stands and reports what is still empty. CBMGO prepares the filing; the broker or the forwarder’s own filer transmits it.

What it does

It reports what is missing while there is still time to obtain it.

An ISF that is short two elements is not a filing problem on the day it is due. It is a phone call to the shipper three days earlier, which is only possible if something said so three days earlier.

The pre-check is its own body of code, not a required-fields list bolted to a form.

ISF-5 is the shorter one, and it has its own screen

Cargo that is only passing through does not carry the same set of elements, so it does not get the same form with boxes greyed out. Same record, same pre-check, fewer elements, its own screen.

The queue carries it too

The morning queue counts import consolidations past the ISF deadline with no filing number against them, and states which of those have already arrived. That is the line most offices would rather see at 8am than at 4pm.

The rule this screen is built on

The filing hangs on the house, not the master.

One consolidation, one master, eight houses, eight importers. There is no honest way to file that as one record.

Why the house is the unit

The parties, the commodity and the stuffing details belong to the house — that is where the actual goods and the actual buyer are. Hung on the master, every house in the box shares one set of elements, which is convenient until the moment two of them disagree. So each house carries its own ISF, its own pre-check and its own filing number.

What that costs

Eight houses in a consolidation means eight filings to complete, and the screen shows eight incomplete records rather than one tidy green line. That is the correct number of things to attend to, and hiding seven of them behind a master would only make the count look better.

What this does not do

Four things it will not do.

It does not transmit
There is no send button and nothing behind one. CBMGO is not an ABI broker and holds no filer code. The completed record goes to whoever files for the forwarder.
It cannot check a fact nobody entered
The pre-check reads the record in front of it. An element that is empty is reported as empty; an element that is filled in wrongly by the origin agent looks exactly like an element that is right.
It does not chase the origin agent
The two empty elements above are a phone call. CBMGO shows which call to make and when it stopped being optional.
It is not a broker’s system
No entry summaries, no duty calculation, no client portal for a customs brokerage. For a company shopping for that software, CBMGO is the wrong vendor and would rather say so now.
